Oat Grass Growth is Less

My indoor oat grass plantings are not doing as well as they used to. The seed is only maybe 6 months old. Not all the seed will germinate. Between plantings, I keep the seed in the refrigerator. Does anyone have any ideas about what I might do to get more of the seeds to grow?
